In his tweet, he stated “I’m heartbroken over the loss of life from the devastating Texas floods, particularly the young girls at Camp Mystic.” He also extended gratitude to first responders for their continued efforts in searching for survivors and urged people to pray for those impacted.

Later that day, Graham turned his attention to international affairs with a tweet regarding President Trump’s role in attempting to resolve the conflict in Ukraine. He acknowledged Trump’s efforts but emphasized that cooperation is necessary from all parties involved. Graham noted “Ukraine has said yes to ceasefires and to any and all meeting requests while Putin continues to defy peace efforts.” He suggested that additional measures are needed to support these peace initiatives.

On July 8, 2025, Graham addressed economic sanctions related to Russia’s actions in Ukraine. He supported President Trump’s stance on Vladimir Putin’s tactics and indicated forthcoming legislative action. According to Graham “The Senate will move soon on a tough sanctions bill – not only against Russia – but also against countries like China and India that buy Russian energy products that finance Putin’s war machine.”
